The first officer slowly reached into Victoria’s pocket.
He expected to find a phone, keys, or perhaps something she had been hiding.
Instead, his fingers touched a small leather case.
He pulled it out.
The second officer leaned closer.
“What is that?”
Victoria looked at them calmly.
“Open it.”
The officer hesitated.
Then he opened the case.
Inside was an official identification card.
His expression changed instantly.
He looked at Victoria.
Then at the card.
Then back at Victoria.
“Captain Victoria Reynolds?”
The second officer stepped backward.
“No way.”
Victoria nodded.
“Yes.”
The first officer’s face had gone pale.
She wasn’t simply a young woman they had stopped on a country road.
She was an internal affairs captain who had spent the last two years investigating misconduct complaints against officers across the region.
And she had deliberately kept her rank hidden.
“Take off the handcuffs,” she said.
Neither officer moved.
Victoria’s voice became firmer.
“Now.”
The second officer quickly unlocked them.
Victoria rubbed her wrists and turned around.
“You’ve made several serious mistakes today.”
The first officer immediately started talking.
“Captain, we didn’t know who you were.”
Victoria looked directly at him.
“That doesn’t matter.”
“You would’ve treated me differently if you knew.”
He didn’t answer.
“That’s exactly the problem.”
She reached for her phone.
The recording was still running.
Everything had been captured.
The illegal stop.
The threats.
The force.
The handcuffs.
And their admission that they had no reason to detain her.
The officers stared at the phone.
“You recorded all of that?”
Victoria nodded.
“From the moment you turned on your lights.”
The first officer suddenly became nervous.
“Captain, please. We can explain.”
“You’ll have your opportunity.”
She looked at both men.
“But first, tell me how many other drivers you’ve stopped like this.”
Silence.
Victoria waited.
Finally, the second officer whispered:
“Several.”
“How many?”
He lowered his eyes.
“About ten this week.”
Victoria’s expression hardened.
“And how many were actually cited?”
Neither man answered.
She already knew.
Then something unexpected happened.
A third patrol car appeared behind them.
Two investigators stepped out.
Victoria had called them before asking the officer to reach into her pocket.
The first officer stared at her.
“You planned this?”
Victoria shook her head.
“No.”
She looked at the handcuffs lying on the hood.
“You did.”
The investigators immediately separated the officers.
Then they searched the patrol vehicle.
Inside, they found a notebook.
Names.
License plates.
Dates.
And handwritten notes beside several drivers’ names.
Some simply said:
“Paid.”
Others said:
“Refused. Threatened with arrest.”
Victoria read the pages in silence.
Then she noticed something that made her blood run cold.
At the bottom of several entries was the same signature.
A supervisor’s name.
The corruption went much higher than these two officers.
Victoria looked up.
“Who told you to do this?”
The first officer refused to speak.
The second officer finally broke.
“It was Sergeant Miller.”
Victoria frowned.
“Sergeant Miller?”
He nodded.
“He told us to bring in cash whenever we could. He said complaints would disappear.”
Victoria exchanged a glance with the investigators.
“How long?”
“Almost a year.”
Victoria looked at the young officer.
“Why didn’t you report it?”
He swallowed.
“Because the last officer who complained was fired.”
The road suddenly felt very quiet.
Victoria realized the two men standing in front of her weren’t the entire story.
They were only the beginning.
She took the notebook from the investigator.
“Find Sergeant Miller.”
Then she looked toward the patrol car.
“And preserve every traffic-stop recording from the last twelve months.”
The first officer lowered his head.
But just before he was placed into the vehicle, he turned toward Victoria.
“Captain…”
She stopped.
“There is something else.”
“What?”
He glanced around nervously.
“Sergeant Miller isn’t the one giving the orders.”
Victoria’s eyes narrowed.
“Then who is?”
The officer hesitated.
Then whispered a name.
Victoria’s face went completely still.
Because the person behind the entire operation was someone she had trusted for years.
Her own division commander.
And suddenly, the investigation had become much bigger than one illegal traffic stop.
